Generally, there are not so many to choose from, depending on where you live. What are your options? And what are your criteria (for example: highest download speed, highest upload speed, lowest number of outages, quality of customer service, speed/price ratio)?

As Kees noted, varies with location.

Some places have choices so you can pick and choose. One place was locked down to just one ISP and while it was fine, the price was not.

I usually check out vendors once I know location with http://www.dslreports.com/

This depends upon your location and your purchase criteria. In the UK, I check broadband availability in my area by entering my postcode on a comparison site like broadbandinternetuk. All the internet deals in my area are then listed. I can then sort them by speed, yearly cost, monthly cost etc to find the right deal for me.
