I'd make it a warranty issue with the maker. Why fix a new PC?

The internet does not work on anything for the first few minutes of having the computer on. After a few minutes however, the internet will randomly start working. I have no idea why it does this. I use an ethernet cable to connect directly to the router in my house. I use Time Warner Cable as my internet provider. It says connected and everything, but does not work for a few minutes.
Here is the ping of the computer immediately after I turn it on:

I've tried resetting the router and modem, and it did not work. I've reset my computer multiple times. I've updated the drivers for the network adapter port on the computer.
