If your ISP offers the software to do so: yes. Otherwise: no. Just ask the helpdesk of the provider of your home page.

It seems unlikely to me it's routinely available. One of the problems would be to specify the filename to put the sound in.

The way to do this:
- Use Windows' soundrecorder to record the sound.
- Compress it to mp3 with an audio program.
- Use the normal procedure (ftp?) to put the compressed file on your site and make links to it in your home page.

yes and no

As Kees has said it depends if your ISP/phone carrier have an arrangement and allow it - this is for a direct phone line connection.
However, there are other ways - you can use one of the "instant messanger" programs such as "MSN messenger" to setup voice/audeo(/video) sessions which is affectively the same or better - for this you will need speakers/microphone/camrecorder - you can also send SMS messages to and from a mobile phones to instant messanger - i am not sure but i think you can also speak to someone on a mobile while in MSN instant messanger.
There are also a lot of software program around other than "instant messanger" that help - do a search of googles with "internet + phone"
In short the technology is here but it all depends on software, hardware and your carriers.

Yes you can, but if you are using the phone line with a dialup connection it will be very slow. Sound file are quite large. There is voice to voice like a phone over the internet, but it also is slow.

Good luck
