Sadly this sounds like an ISP issue.

As to the cellular, do other providers such as (USA listed here) ATT, Tmbobile, Verizon or other work better?

When I did use a cellular hot spot I placed it in each window in the home and used the best location.

Internet Service Options

From what I can see, in your area DSL speed is limited to 3 mbps (up to the fastest download speed), which can happen in less populated areas. Cable Internet may be your best option for higher speed Internet. However, this holds true if you can get Cable Internet service from an ISP that will address the intermittent sync issue you mentioned with Cable Internet. Your Cable Internet service you had should not be disconnecting 10 times a day. Try speaking to a manager by phone if they cannot resolve the cutting out issue. Someone should be able to resolve this for you.
