It's either an issue of the free house WiFi or of your laptop.

So try another device (another laptop or your phone with data disabled) on your WiFi and try your laptop elsewhere (with a friend or a free hotspot). Then you know.
If it's your laptop and it came 'suddenly' try System Restore back to yesterday or so.

A few things then to try before you refresh or reset Windows:
1. Flush the DNS cache/ https://www.hostinger.com/tutorials/how-to-flush-dns tells how
2. Try another browser (choose from Chrome, Firefox, Internet Explorer or on Windows 10 Edge)\
3. Try a new Windows account (make one in Control Panel)
