But you haven't written much about the desktop. It could be old and slow or need a fresh factory restore.
At first you write slow and then "doesn't work." Slow may stop some sites from working but it does work sort of.

I'm currently experiencing issues with web browsing on my desktop PC.
Certain websites such as: Facebook, Gmail and Excel Online are loading extremely slow or won't load at all. There's a perpetual wheel icon present at the top of many webpages in Chrome. Eventually after 10 or so minutes I'll be greeted with various messages: "Can't Contact The Server" "We're not able to contact the server. It might not be responding, or your internet connection may have been interrupted. Please try again."
It's so slow that I can't even delete drafts in gmail on my desktop PC.
My internet speeds are good: both upload and download and I contacted my ISP to confirm that nothing is haywire on their end.
I've tried running CCleaner, Malwarebytes, and Microsoft Security Essentials. Nothing came up.
I've deleted my chrome browsing history/cache. Same issue with Internet Explorer not being able to load these websites properly, so it can't be Chrome.
Not sure what to try. It just happened randomly. I didn't install any new programs or delete any new programs that could have caused this.
Oddly enough I can load all of these websitses from my laptop and phone using Wifi, but my desktop internet connection doesn't work.
So this seems to be an issue with my desktop? Maybe the router? If there was an issue with the router then why would the wifi be fine? Maybe there's something else wrong with the router. I don't know. Thoughts?
