Internet IP Address Struggles

Hey all,

Been having this issue the last few weeks. I've been kind of dealing with it until now, but I'm curious about a solution. Basically, every time I turn on my computer, I have to edit my IPv4 settings. Whether I'm at my apartment, or on my university's wifi, I always have to do it. The imgur images in the link below show the process I take to make my wifi work.

I like to think I'm not computer illiterate, but I'm certainly not brilliant. Anything you guys can do to help would be excellent.

I can't guess why you are hard assigning addresses.

If you do that, it's going to push you into editing as you change networks. Odd choice. Why?
