Hello
My Name is Kaushal and I work for social media and community Team at Dell.
There are Few steps we can try to open up internet explorer.
Start>run>iexplore>and you will get internet explorer up and running.
if it doesn't work out in that we can locate internet explorer in the computer by following these steps
Start>my computer>c:/drive>Programme files>and here you will get internet explorer and here we need to do a rite click to copy the icon and then paste it to desktop and you will get internet explorer icon back on the computer.
Hope this will help you to resolve the concern

Thanks

Have you tried doing a search of computer to see if the program is still installed?
(start/run/type internet explorer into search box, or, use search companion)
If it's there, right click and 'send to desktop (create shortcut)
When the updates and fixes go away next year, I'll remove it from my system, the only reason I keep it is Microsoft won't update with Firefox
