Internet explorer corrupt???

I was helping my borther-in-law setup his DSL and ran into a problem with his IE saying ''page can't be displayed'' everytime you try to open it.
He has had MSN dialup for 4 years and had a lot of trouble with it.
I did all the simple stuff like delete cookies, delete temp internet files, clear history, flush dns and all the clean out and still can't get it to work.
The DSL works fine as I can go into command and run ipcongif /all and it will show me his IP address, subnet and so forth.
I can also ping the IP address on my computer at my house and it comes back in 47ms and no lost packets so I believe that IE got corrupted somehow.
The question I have is what can be done with it short of doing a distructive system recovery?. He is running Windows XP home on a Dell 4500s computer.
I have looked on the Dell support site and also Microsoft site and can't find a answer to what I am looking for.
I learned from experience that if I can't find an answer anywhere else someone here will have the answer or a very good suggestion.
Any help would be much appreciated.

I downloaded those links you suggested and put them on CD.
I will be going back to his house this AM and will run them on his computer.
I will let you know how it goes.

I used the links you attached and got the trouble fixed without doing a system recovery.
He is up and working on his DSL and couldn't be happier and not having to re-install everything was a real bonus.
