IE is considered part of the OS, so can't be removed by Windows. However, you can download a freeware program called ieradicator to remove it. Be sure you have a replacement (like Mozilla) working before you do so, if you want to download the latest version from the web. You might like to export your favorites and making a copy of your email before removing IE en OE.
But, depending on the cause of the problem, it could be the whole operation doesn't help. However, it doesn't harm to try.
Consider using minimize and letting IE stay in the taskbar in stead of closing the program, if you can't fix it. Or switch to Mozilla permanently (except for some site like Windowsupdate) that do require the use of IE.
Good luck,
Kees
