I'm afraid I don't understand your question. I know of no limit to the no. of downloads you can make with IE. Please explain what you're trying to download and why you think there's a limit of 7 somethings. Also what version of Windows and what version of IE.
As a circumvention you could try Firefox or Chrome browsers. You can download Firefox from http://www.mozilla.org and Chrome from http://www.google.com/chrome .
