Internet Connection

I have a problem connecting to the internet after the lightning and thunder that we had a month ago. I was told to change my modem which I did, but still can't connect to the internet.

I'm using a dial up connection. Whereas before I use to hear a dial tone hen connecting, now I don't hear anything. I'm getting a message error '680: Unable to connect to the system. Please try again later. My telephone iw working fine.
When I go to the modem properties I can see that my modem is in Port COM3. Though when I go to the system properties I can't see COM3 in the list under 'Port'. Is this where the problem is? The status of my modem says that its working fine.

By the way, my operating system is Windows ME.

Can you please help?

I can assure you that without a dialtone, nothing you do will help.
