open your Task Manager and see which process is using a lot of cycles?
Since this seems to, according to what you have said, only be happening when you first start up the computer it could easily be one of your start-up apps or services that hasn't finished that is interfering or it could even be a malware service attempting connection that interferes with your winsock.
Also take a look at your Event Viewer and the system and application logs to see if any problems are being logged.
This happens whenever I have just recently turned on my computer. Within 5-15 minutes of turning it on, I'll open a browser (Chrome or Internet Explorer- it does it with both) and the page will continue to refresh. I'll click on something else to go to a different page and it'll blink there for a moment before returning to the first page I opened. I can tell this is going to happen when I click on the Chrome or IE icon and it doesn't open right away and I'll have to right click it to get it to open. The last time this happened, I even opened my libraries folder and that was flashing like it wasn't sure what to open to.
Normally, this ends after I close everything and give it a while or I'll restart the computer (that doesn't work very often though as it just causes it to happen again). It also doesn't happen every time. Usually I can just start right away without a problem but this has happened more and more and I'm not sure what is causing it. I first thought it was IE so I started to use Chrome more but it happens with that browser as well.
