Sorry, I wasn't clear enough. To be specific, I was on a cruise recently and some of the crew had dongles that gave them access and I gained the impression that there are services which allow subscribers wi-fi access in most countries. I recall that Sea Roam was one of them but I found the detail confusing and was hoping for some clarification.
If you look at the prices you usually go back to finding hot spots.
The site at http://www.searoam.com/Info/Custom/DataSim.aspx didn't seem confusing to me.
