Internal Error 2718 {C88E49AA-41C5-4420-A08D-BE1B6C5A3A74}

I am Receiving this (Internal Error 2718) when Attempting to Update my COMODO Firewall application...I searched Microsoft's Knowledge base, but it Just Confused the Heck Out Of Me! It seems whenever ANY of my Programs Attempt to "UPDATE" I'm receiving this Internal Error.
I have a Sony Vaio Desktop which Did not Come with an XP Installing Disc...It Only has a Complete System Restoraion Function.
HOW CAN I SOLVE THIS PROBLEM IN A SIMPLE MANNER?
Any help is Appreciated!

Thanks for your Help! I downloaded and Successfully Installed Windows Installer 4.5...(Guess What) IT DID NOT Solve my Problem.
I get this Error Message when I BOOT UP...AND EVEN WHEN I OPEN MY BROWSERS? I need more help...Hopefully Someone else has had this problem and can help me solve this?

Problem Solved! Anyone Getting the (AO Windows Installer Error 2718), can perform the directions mentioned in this Microsoft Article. It Involves Unregistering (msiexec.exe) at the Start/Run/Cmd Prompt line.
Once this is done you need to check and make sure that (Full Permissions) are Granted in the SYSTEM Catagory Listed under Group or user names list, (in the HKEY_CLASSES_ROOT Folder in Regedit.)
WHAT I DID WAS (TAKE FULL PERMISSION AWAY), AND THEN (RE-ASSIGN)FULL PERMISSIONS, BY SIMPLY CHECKING THAT BOX.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
