Remove, then the Visual C++ Runtime Library for x64?

I have been getting this message for over 2 months. Interactive services dialog detection, "A program can't display a message on your desktop." The details are: Message Title - Microsoft Visual C++ Runtime Library
Program Path - C:\Windows\System32\spoolsv.exe
"This problem happens because of partial incompability with Windows. Please contact the program or device manufacturer(s)for more information."
I have a HP dv9000 with Vista.
I have tried several solutions posted on other sites, but nothing seems to help. And the problem is that this comes and goes, so I never know when it will pop up.
I don't want to call HP because other people who have had this problem report that HP has been no help.
If anyone has found a real solution to this problem, I would greatly appreciate the help.
P.S. - I'm looking to get rid of the problem, not just the dialog message.
