Intellimouse

I just bought the MS Wireless Optical Mouse 2.0, and I've installed the batteries and installed the software for both ps/2 and usb, but anytime I plug in to either, the mouse doesnt move (occassionally it will move a fraction of an inch... is this me?), and the left side of the mouse keeps blinking with the red light. The base is next to my printer, away from the monitor, and I've tried about five positions for it. Nothing works. And yes, I did restart.
