instant win contests

I'm unable to enter instant win contests.Every time I do it states already have played.
Have deleted cookies,un installed all my pop up blockers.unistalled all my fill forms still with no luck help

It's not a Windows ME issue as far as I know. You should contact the website in question on how to deal with this issue.
