This is actually the wrong forum for technical discussions, with Windows XP or Computer Help being more appropriate, but I'll take a quick stab at it here.

There are generally two categories it could fit into:
1.) Standard OEM copy of XP with Dell branding on the packaging and a restriction as to its use. No custom drivers, software, etc. would be included, making it identical to any other OEM copy you'd purchase off Newegg.

2.) A system recovery disc, fully customized by the manufacturer to include third-party software and drivers as well as OS branding. Installation on any system but that which it was designed for may fail due to hardware support and/or technical restrictions imposed, and it's prohibited regardless.

It sounds like you have the former. Chances are it would work, and the EULA on the CD will likely not mention any additional restrictions, but it would still technically be a violation of the licensing terms to use it.
