Installing Microsoft Office 2003 Help - odd behavior

I recently was installing this Office 2003. The installation went fine initially. Following the install some odd things happened (e.g, not knowing it was installed, closing itself automatically....). Following this, i uninstalled it. When I reinstalled it, it would not let me, saying the system administrator had set preferences to not allow this software to be installed. I have tried deleting all traces of it, including registry entries, but the same thing keeps happening. Please help.

1. Scan the machine with EWIDO and HOUSECALL.
2. Eject all these scans find.
3. Again with google.com, find the Microsoft Installer Cleanup Utility and run that to clean up any Office install.
4. Try again.
