Inspiron 1501 bios download problem

Hi I have a problem with the A16 bios download. When I run it after it downloads an empty command page appears and then disappears and does not flash the bios.

I better download sp1 and sp2 for vista first.

Well that got rid of the bad battery message. Doesn't work with windows 7 though that's why I installed Vista just to get rid of a bad battery message when there was nothing wrong with the battery.
