Tell more.

I wasn't aware that Insignia made USB Bluetooth adapters. Share a link to that product or just go get the usual (for Windows) USB Bluetooth adapter.

There is more to drivers for Bluetooth than

Before I install Bluetooth drivers I know to install the motherboard chipset driver package first.

Also, on many Dells you must install Dell's Quickset to turn on the Bluetooth radio. HOWEVER I've seen folk chasing after Bluetooth in their Dell and after checking there is no Bluetooth adapter in the PC.

I'd like to hear more about your PC. How about a Speccy report?

That could be the old Windows 10 issue and drivers.

Microsoft in W10 might replace working drivers. So the fix for that is to disable Windows 10 driver updating and then install or rollback the failed drivers.

Again, disable Windows 10 driver updating then rollback or repeat what worked.
