Inserting a picture from clip art into a document

I use Office XP (small business) and have all the latest updates, service packs, etc. When I am trying to insert a picture (via installed clip art) in a Word or Publisher document my program stops responding. I can see the selection of pictures for say the word "bird" or "dog", but when I try to insert any picture my hourglass keeps spinning and no picture is inserted. Eventually my program lets me know it is "not responding" and I have to cancel the work and send an "error report" to MS. I have tried removing MS Office and re-installing, but that did not help. Any suggestions?

Did you install the Clipart...

to the hard drive or did you opt to keep it accessible by putting the Office CD into the CD player?
