Ineligible for ICloud

A number of the songs in my Itunes library are marked as "ineligible for ICloud" (cloud with line thru it icon). These are mostly musical odds and ends uploaded from Youtube. My question is: if I get a new computer, are these tracks gone forever? Or will they still be in my library? thanks

If you copy them to your USB-stick and insert into your iTunes library in your new computer like you did on your current one, you still have them.

Well, sure, but I'm trying to avoid that since we're talking about 1900 tracks. But what you seem to be saying is that if I don't do that, the tracks are gone.

Youtube is fun and all that but not a good source of tracks as you've sounded out. There are many folk today that don't want any restrictions and well, that's a deep problem.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
