Increasing monitor refresh rate.

I have a SAMSUNG P2070.

And... I was wondering if it would be safe to increase the monitor's refresh rate to maybe ~65Hz-70ishHz (currently @ 60Hz).

What's the highest I can go, refresh rate wise, with the SAMSUNG P2070?

Please refer to your Owner's Manual, which is included on the User's Disc supplied with your monitor. The Owner's Manual will indicate all resolutions supported by your P2070 monitor.
