Comcast and others set the rates. It is up to you to find out what those are. All I'll add is that Comcast does allow more than one cable modem in the same house. No doubt here but rules can change and we don't set the rules or the fees.
Too bad they can't move the wifi router to the first floor.

"In-Law" / Basement Apartment Networking Solutions? - New!
by Avaseal - 5/29/10 7:32 AM
Hello, I'm about to move into an in-law apartment which is a one family house that has a finished basement where I will be living. The (non tech savy) land-lord lives upstairs and she said that free high-speed internet is included (it is part of the lease terms). The only problem is that her modem/router are located on the 2nd floor of the house and i have very poor signal (Both wireless network AND cellphone) down in the basement.
At my current apartment the router/modem is on the same floor as my room. I have no problem getting wireless network/internet signal on my Laptop, Desktop, PS3, and Motorola Droid. I would like to achieve this with the new apartment.
The new place, like I said, is a finished basement with about 3 or 4 coaxial wall-jacks (I haven't moved in yet so I still have not tested their functionality). I'm looking for the best/easiest solutions to these issues. One solution I have been pondering is if it's possible to run a second cable modem in the basement (also how much it will cost), that way I can just buy my own router for the downstairs and just have my devoted network downstairs. The Cable/ISP she is using is Comcast. I'm not an expert at networking (obviously) so any suggestions are welcome.
Thank You!
