In IE6 my mouse scroll button is acting up

When I try to scroll down on a page with my scroll button on my mouse it takes me back a page everytime I use it. I understand that the shift key is suppose to turn this feature on, and it does turn it off for me temporarily, but it only works on the page that I press and release the shift button on. HELP please

have you gone to control panel, as my ms intelmous will do that if i choose it in software?

There is no option under control panel / mouse that allows me to change the function of the scroll button, that I see.
