None include the usual repair tools you get with a retail version of Windows. So our options are limited to the usual FILE RECOVERY and then restoring the OS from the recovery media. Since you don't have the right DVD I'll not write about recovery methods that the full OS DVD provides.

1. If you couldn't log on as administrator because of a password we can fix that FOR FREE. Google NTPASSWD and use that to reset that password.
2. Even the administrator is going to be asked for permission. The reasons why require too much typing but let's leave it at that. Nothing is broken there.
3. You didn't reveal how this mess came about. Maybe in that story is something that others could use to help.

I have 1 standard and 1 administrator account on my Vista pc.
It is impossible for me to log on to my only administrator account because the welcome screen doesn't go away.
I wasn't able to do anything while in safe mode since i need my only administrator's permission.
I created accounts using the built-in Administrator while i was still on the repair my computer.
When i restarted the PC to normal mode, neither the Administrator nor the newly created accounts existed.
what are the procedures needed to get back an accessible administrator account on my notebook ?
