I was going to say that link failed for me because you have to be logged in to Windows Live ID for it to work, but I just logged in and it worked then.
You didn't export the contacts before the hard drive failed, but you did manage to save all the folders and files.
What email software were you using to manage these emails and contacts 'on the hard drive' before it failed?
I'm thinking, since you have all the folders and files anyway, why not replace everything that's there now with your backed up folders and files? With any luck that should get you back to where you were before the old drive failed.
But I would be cautious. Copy the new folders/files there are now and store them somewhere. What I mean is, don't Copy/Replace them.

My hardrive went bad and I was able to save the directory and the files from windows live with a hotmail account, but I have not been able to retrieve them. I did the service online at http://co107w.col107.mail.live.com/P.mvc#!/mail/options.aspx?subsection=25&select=1 but it says I have to many contacts to import.
I should have saved them in a comma delemited file. How can I bring the files into windows live or outlook?
Thanks,
Daniel
