Im not sure if my firewall is on

when i go to control panel to check if my firewall is on it says "these settings are managed by the vendor application norton internet security" then it has a red shield with an X in it next to the home or work network. same for public network. i click where it says "turn windows firewall on or off" and its just in bold and i cant click it. im freaking out right now. please hel!p im on windows 7.

All it says: you've got Norton Internet Security, and it turned off the standard Windows firewall (to use its own). I shouldn't be worried if you trust Norton. And obviously you do, since you bought their product.
But it might help you to look at the settings of that Norton program.

Start>control panel>action center>security

I would think it would show the norton firewall is "on".

As Kees and Bob stated, Norton, assuming 360, has it's own onboard firewall and overrides onboard Windows F/W. As they both said, look in settings. The Norton F/W is very aggressive some say too much so.
