IE8 causing new windows to open slowly?

I recently installed IE8 and now I notice that whenever my computer needs to open somthing in a new window or I click New Tab, it is VERY slow. All other functions seem to run at normal speed.

I am running Vista on an HP Pavilion dv2000.

Is there a fix for this or could something else be the problem?

If you?re having issues with tabs loading slowly in IE8 you may be running too many add-ons. In IE, go to ?tools? -> ?manage add-ons?. Disabling any unnecessary add-ons or those with a large load time (more than .2 seconds) may help your Internet run faster.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
