IE6 will not let me install MSN Investment Toolbox

I had to do a complete system restore (yup, it me again). I did have a number of issues (including permissions for installed programs), and one of them is that I can no longer install the MSN Money Investment Toolbox (Deluxe Portfolio).

I have XP Home SP2 as the operating system. The system is a Gateway desktop.

I download the Active X client, and then I get a dialog box that says that I need to download an update. I click "OK," it seems to download and then when it appears to finish downloading, I get the installer for the Active X again. If I select yes, the cycle starts over. I have tried many times, but to no avail.


I did the following as recommended by Microsoft help, but to no avail:

"The first step is to make sure the settings in your firewall, if you have a firewall, are correct. Usually there will be a configure or exemption section with this information. Money requires full access to the internet in order to ensure we can sign into without issue.
Next we check the date and time to make sure that they are correct give or take a few minutes.
The last step we should try for now will be set the settings in Internet Explorer so that they will work best with Microsoft Money. Go to Tools -> Internet Options.
In the General Tab, Delete Cookies and Delete Internet Files, making sure to check the checkbox for deleting offline content and clear history.
Move to the security tab and select on each option [Internet, Local intranet, Trusted Sites and Restricted Sites] and select the Default Level option. If Default level is already grayed out, move to the next option.
Once completed go to the Privacy Tab and select the Default button.
Finally move to the Advanced tab and select the button for Restore Defaults."

I wanted to mention that I have swept the system for viruses, trojans, spyware and other malware. I have also tried to download the Active X control in Safe Mode too. I still got the same results.

It worked fine before the reinstall, but now it is a problem.
