IE6 Links within program want load

P-II 300mh 128 Ram Window 2nd Edition Trinty400 motherboard 100 G HD
I can click on a link in my E-Mail Outlook Express and a IE header and footer will load but no body. Hourglass will stay on and I will have to <X> IE6 out. I can copy and paste to get to the site.
Under encoding on the IE window it says none and I can't change it. I went to MSN and reloaded IE6 and outlook express. Didn't help! ALso loaded the MSN security update CD. Didn't help! Loaded Window98 2nd over itself. No Luck!
Any suggestion?

It has been a wild day. I tried the item in Q281679 and the computer crashed big time. Would not load window or go into safe mode. I was about ready to start over and do a clean install of windows. After many try I finally was able to extract the mshtml.dll and shdocvw.dll version 6.0 2800.1100 from MSN security disk. My computer is up and running and my little grandson is happy. Thank a lot for the information to fix my computer. You made my day. Thanks!

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
