vhummel, First right click the Toolbar and unlock it then put your cursor on the Toolbar, hold your left mouse button down and drag the Toolbar to the top of the screen and release the left mouse button. Finally right click the Toolbar and choose "Lock the Toolbars".

vhummel, Try putting your cursor on many different parts of the Toolbar and drag up, down, sideways, etc. Sometimes it can be a real pain but eventually you should be able to drag it to the top.
