Clarification Request
Outlook Express? On 7?
Mar 16, 2015 8:05AM PDT
http://en.wikipedia.org/wiki/Outlook_Express and other sites note it was for Windows 98 to XP.

Since it was never released for Windows 7 my advice is to move forward to something newer like Thunderbird.

As to IE, if reset failed it could be something like the old Flash Crash. I don't see enough details but IE does indeed crash on corrupt jpegs, flash and more. Microsoft doesn't issue fixes for that! Try turning off Flash Hardware Acceleration for now.

If all else fails you can save $160 by reinstalling Windows 7 yourself. Reinstalling Windows can be considered a basic competence of a PC owner, although some have to rely on friend or local shops.
