Let's say you meant Windows XP. But the spawn of IE 8 are known to do this. Strangely some one notes the setting for this is NOT EXPOSED in any control panel.

System: Windows XP
Browser: IE8
Issue: After browser is closed, 2 iexplorer.exe processes remain running. This prevents me from opening new programs or clicking desktop items.
What I've done: A full scan by AVG Internet Business Edition. ( Not Free Version) Checked RUN reg-keys for anything that shouldn't be there at start up. Checked msconfig for extra services. Tried IE-In safe mode, No addons. Reinstalled IE8 from Microsoft website.
Ideas?
