IE Popup size . . . ALL full screen

So my popup-blockers work fine!!!!

But those I want, are all FULL SCREEN! An this makes it doubley (SP?) hard as I'm designing my own website that has some items (flash photo things) as popups that I'm trying to control the size.

In the meantime, every 'wanted' popup, i.e. from the bank, "image loading", etc., is all full scree.

What in IE controls this and how can I change it back to whatever the orginal size 'should' be????
