IE & OE Need A Reboot

When my computer sits idle for awhile it goes into the Standby mode. When I bring it back up from the Standby mode my Internet Explorer and Outlook Express will not operate. I have to reboot before I can either bring up web sites or receive email. This is something that just started happening. I haven?t added any software or attached any new peripherals.
I have XP Home on a new Dell laptop and a cable modem. In my Power Options in the Control Panel, I have the power scheme set to ?Always On? and the Monitor and Hard Drive are set to go off after 30 minutes. System Standby is set to 30 minutes and Hibernate to ?Never?.
Does anyone have ideas as to what may be causing this? Thanks in advance for any assistance.

This is what System Restore is for. Use System Restore to a day it worked proper or the day before that.

"I have XP Home on a new Dell laptop"

If this doesn't fix it, call Dell before your warranty expires.
