IE 7 and Vista

I am sure this issue has been brought up before, but I can't find it.
Why, when I click on page at the top right of IE 7, is cut, copy and paste grayed out?
Is this a normal thing for IE 7 or do I have something set wrong?
I am using Norton 360 for security.

Perhaps there's nothing to cut/copy/paste?

The paste option will only appear if you are clicking on a field to which you can paste an object and you have an object stored on the system's clipboard. Likewise, cut/copy options only appear f you have highlighted text or right-clicked on an object (such as an image) which may be copied.

You are exactly right about that.
I was trying to put a photograph from Photobucket into a forum and even though I would click the direct link which should have copied the photo to the clipboard, it wasn't doing that.
I found the problem in my settings and now the paste comes up.
