IE 6 missing Help files

I reformatted my HD and found that my IE 6.0 sp1 has some problems. First, when I click on the help button the dropdown appears. Then I click on content and the browser says done but no file is displayed. Second I go to tools and Internet options and uncheck the auto complete and apply .. ok. The option does not work and auto-complete continues to operate. Any ideas? I have uninstalled the 6.0 and re-installed it 3 times using both the auto repair and the un-install to previous version. I run Win98se on a older HP XE734, 600 mhz.

Some confuse autocomplete with the history that's in the url area. One thing is not the other.
