IDing Anonymous texts/ calls

Received an anonymous text from what was likely a spoofed number. (Strongly suspect a co-worker) Tried calling the number, got an automated voicemail. Googled it, searched it on social media...nada. Local police couldn't get anything from it.
Then I got a call from what they tried to make me think was from the same person- I didn't pick up. Disguised themselves under the *Real number* as another co-worker. (now called "CW2")
Changed my number today & deleted CW2 from my phone. CW2 is changing their sim card & deleting me.

My question is- if the technology exists to get away with sending anonymous texts/calls why isn't there a counter-tech for it to trace them?? Or is there?
I wanna nail this ahole SO bad.

Is to never answer, and NEVER TRACE THEM. You may alert them that it's a live user and then start getting more and more SPAM CALLS.

There are folk that want to track them down but again, the recurring advice is to block them, delete them, never answer and never trace them as you will only get more trash coming your way.

...though in this case, I'm 95% certain this is not a typical stranger spam situation. I know this person for sure. I just currently can't prove its who I think it is.
But in any case, I will try following the said advice. If it persists (somehow), I take different measures.
