Ouch is right! I pity anyone caught in a ID theft scam.

This could ruin a person's life and yet it seems so easy for crooks to get away with it. Most of those cases involved banks which surprises me. I would think they would be the last place to be taken in. Credit cards scare me the most, a person doesn't even have to steal your card, just get the info from it. It is so easy to use by phone all you need is to reel off numbers, there is no identification required.

This part really made me wonder:

"She brought in her driver's license and passport, but they sent her home to get utility bills to prove she was who she said she was. When they were done they had looked at eight pieces of information," Foley said. "She argued and argued. She's still arguing with them and it's months later."

Too bad they weren't that demanding of the crook that stole her money!

I hate to sound like a broken record, but this is another case where government action is needed to level the playing field and protect the average citizen -- but the Republicans only want to protect the large corporations, and so will take no action about this increasing problem. As with the Canadian scammers, the answer is that banks must be held responsible for verifying the validity of withdrawal requests. Customer safety has gradually been sacrificed for bank processing speed and profits, and the trend has to be stopped.

Why are the victims liable at all?

It is the responsibility of the bank to make sure they are distributing funds only to authorized parties. If they make a $5000 error in your favor they sure as heck are not going to care if they don't discover it for 2 days or 60 days or 10 years!

This must be changed.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
