ID subjects in scans

Working on project to scan and identify 55 years of photos. Picasa has the facility to isolate heads and create a thumbnail that the owner can ID but others do not have access to enter IDs. Is there a software program that I could install on my PC that would isolate the heads, create a numbered list with the thumbnails. This would then be used in a HTML that could be circulated by email or posted on my website. I would notify people who could help with the ID, they would receive the email or go to the website, click on the link/thumbnail and send me an email with their suggestion of the person's ID. This will be a multi-year project so looking for the best method to commence. I have searched the web; however, the programs I have found seem to be more of a cataloging/indexing after you know the subjects.
