This doesn't happen all the time, just some time.

The PC will be on for a few hours. I'm in a screen, maybe browser, word, excel, whatever, when this happens. I can't scroll down to the bottom of the screen. Something inside forces the screen to go up to the top. This applies whether I use the down key or the mouse. Sometimes, if the screen is large enough and scrolls left and right, the screen is forced to the right side and won't scroll left. The only solutions is to turn off or restart and the symptoms go away.

I've tried swapping anti-virus and that works for a while but, it seems that eventually the problem returns.

Disabling the touch pad and using an external mouse? The number of times I found the touch pad pinched or defective is not funny.

Thanks, I'll look into that.
There have been times when the cursor seemed to move to another part of the screen without my touching the pad. And I already do use an external mouse.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
