IBM Computer-Recovery disk wont work! NEED MAJOR HELP

I have a IBM Pentium II computer(rebuilt) it has a sticker that says designed for windows NT...but I got it with Windows 98. I Upgraded to Windows ME. None of my files after uninstall will delete. Half my programs aren't even listed in add/remove programs in control panel. when I upgraded my computer to ME I didn't back Windows 98 up, But it(Windows 98)is all stored on my D: drive. Did it split my hardrive into two hardrives? I follow the instructions for using my recovery disk to reformate my computer but it wont load. I'm wondering if there is a way to get it to load(work) & if It is possible. If it works, will it mess my computer up majorly? Windows 98 runs fine(I've uninstalled/reinstalled windows ME a few times because of difficulties). I have 0MB out of 64MB and I cant run programs. My computer is majorly slow & freezes to. I Need HELP!!!!!!!!

Listed Drives on computer:
A: 3 1/2 floppy drive
C: local disk (main hardrive used)
D: local disk(Win9x folder-windows 98 settup & recovery info)
E: compact disk

- insert CD labled master recovery
- restart computer
- start computer without CD-ROM support
Note: the CD rom wont once i put the disk recognises its got a disk in but doesnt go on the point of recognition!
- Recover Windows
-type agree & press enter

At the bottom of instructions it says: this will automatically format your hard drive & reload operating system. All files & information on hard drive will be erased. What hard drive is it reformating? both C: & D: drives or just C: drive?It says nothing about deleting drivers etc. just the hard drive( wich I got 2: dont know if your supposed to have but...). Will it delete any of my drive information for my computer(original drives that came with the computer)?

My windows Me an says Upgrade on the disk!

I'm not at all a computer wiz. my brother is put you see it'll be years b4 he gets here to do this as he is in the US military & is supposed to be shipping out back to Iraq. he's a busy man. he's the only smart person I and everyone else in town knows(that knows computers very well).

What they didn't write was that if it failed, what to do. This is why I noted the other discussion.

In short, to give the Recover CD a chance to fix it, I would use a boot diskette as noted in the other discussion to format the C partition.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
