I7 7700K goes up and down by normal system usage

Hey,
I just got a new PC and I'm trying to get everything done but I have an issue with the CPU Temp and the cooler fan.
When I using normal system usage ( Browser the web, installing programs , trying to open something) the CPU Is getting high in the temperature and the CPU cooler is loading much faster (So I can hear it).

CPU: I7 7700K @4.5Ghz (No OC) - 1.27 vcore.
Cooler : DeepCool ex 240
MotherBoard: gigabyte aorus ga-z270x 5

I ran some tests : (checked the temp by HWmonitor)

IDLE - 30-40C to 50-60C depend if I'm opening something
OCCT - 60 C after 5 min
Prime95 - 60C after 5min
AIDA64 - 70 C-80C after 5 min

I tried to replace the thermal paste which made things worse by ~5c.

Can anyone please help me with this issue?
I don't know what to do next ..

Liquid cooler and hitting those temps?

Something's off. Check with the machine builder to have them go over if the fluid is full and the radiator is getting cool air. Something's not installed right.

The radiator is on the top for exhaust. 2 front fan insert the air inside the case, and 1 exhaust fan on the rear.
The temp with Prime95 and OCCT isn't good ?

Not as low a temp as I would expect.

Where is the radiator getting it's air? Is it warm case air or cooler exterior air? Something sounds off.

Again, talk to the folk that made the cooler. Unless you are overvolting, overclocking then the numbers look higher than what I've seen.

The radiator fans inside the case getting air from the inside of the case (Hot air) as exhaust.
What did you mean in "warm case air or cooler exterior air"? Case is Fractal Design R5.
Maybe I should change the fans on top for intake ? than all of the hot air will go from the rear fan?
The Cooler is AIO liquid cooler made by DeepCool can't really check with them, I can contact with Amazon if needed (I brought the cooler from them).

For now, leave the case cover off to let as much air flow around as possible and watch a few YouTubes on heatsink compound application.

Alright,
So I just got Arctic mx-4 I did it the same as usually do (Pea method).
The Idle temp is about 30-40c , after run Prime95 got 60-65c, AIDA64 60-70c.
The CPU Voltage is 1.27 (Didn't changed).
Seems much better after the replace of the thermal paste, But still when I load .normal programs or installing something the CPU temp is raise to 40-45-50.

Stress tests are fine. 40 to 50 during install looks good. What's the issue now?

On normal usage? Such as opening chrome or loading a small program the temp will raise to almost something like stress test?
I think it's OK by me but just wanna be sure is it supposed to be like that.

Idle can have the CPU park cores, drop the clock rate and other tricks. See my thoughts on how to actively cool a system.

And the fans to not change under load? I think you'll have to get into active cooling. A little expensive and hard to tweak to get it to hold the CPU temp constant but let's look into that.

https://www.google.com/search?q=CPU+Peltier+cooling gives you a start and you can find some that chilled the water but didn't overchill to reduce condensation.

Also I would be sure I have the latest BIOS updates
I would have ALL Windows Updates installed
I would also change my power profile to never

These things give you some things to check while we wait on the Real Pro's ..

Replaced the Thermal paste, It changed the temp to 5c higher than it was. So not very good.
I got the latest BIOS, latest windwos, changed the power plan to "high".

or too little thermal paste.

I can guarantee the Pro's aren't going to like the Multi Rail PSU , they prefer single rail units.
The wattage is good but these multi rail units can be tricky
