There was a pause the internet etcetera feature a decade or more ago that required a lot of co-operation between your ISP and the phone company.
This is dead and gone. It no longer exists. I know some may remember it but it's gone.

My in-laws, who live on a farm, used a fairly common call waiting device that allowed you to switch lines. But even they finally gave up and got broadband out in the middle of nowhere !!!!!
Most newer V.90 modems have a modem on hold function that allows you to receive incoming calls while dialed up to the Internet using your line, I believe you have to have call-waiting and Caller ID for this to work though for the outbound calls though you'll have to disconnect.
