I need to make a computer... on a tight budget.

Hi! I'm a student looking into making computers. To start, I want to make a decent game-ready PC tower. The problem is, I only have $100.
Things I'm looking for:
New/Refurb parts
Decent graphics
Things I'd like to focus on:
Cooling
Noise
Resolution/Speed
