What is your main aim with the Restore disks?
Is it to install System 9 or a very old version of OS X?

Look for the version you need.

http://en.wikipedia.org/wiki/EMac and I'm guessing which Emac you have but you could buy the version it shipped with or the last one it supports.

And be clear what you are asking for. I don't think you can avoid buying your copy of this OS.

Not sure Restore Disks actually do that

but, it's worth a shot.
As Bob mentioned, it could be that your only option will be to purchase a retail copy of either the OS X version it came with or the last one it supports.

Warning. Those disks will not be cheap, nor will they contain things like iPhoto, iMovie or iDVD.

Actually I have updated to 10.5.8, and that is where I got the finder freeze, and need to reinstall something to get it to stop.

10.5 is freely available but is a complete change from your original request. That is not even close to the Restore Disc version of OS X

Just go out and buy 10.5 but do not update it to 10.5.8
