Looks like you may get in the 30 to 60ish FPS rates.
Why not the 290?

Im new to PC gaming and i am planning to build a desktop capable of outperforming the Ps4 and Xbone and play most 2015 games on high settings. My budget is $700 and i have composed a part list here..

Is this build going to be any good and will it meet my goal?

this is my first build so... how do you get windows 10 without an OS to begin with? sorry if its a stupid question haha
You are posting on the web so you are using a computer right now. Get that free Windows 10 now and with this squeeze play you get the bump in GPU that in my opinion will get you where you want to be hardware wise.
https://www.google.com/#q=how+to+get+windows+10+for+free finds how to get it now.

It's a pesky little thing where you slide parts back and forth trying to build the 'best of the evils'.
Opinion.
Since that cpu supports 1866 ram I'd check out the prices.
Psu.....this is a subjective area.
Gpu...250w
Cpu...100w
Add some misc stuff and I would not be surprised to see 450w+ at times.
For a gaming rig that's a little tight for me.....subjective.
